Why doesn’t Apple make its own search engine?

Furthermore, Apple already has a search engine called Spotlight, which is an integrated feature of macOS, iOS, and iPadOS. It helps to search for files, emails, contacts, calendar events, and even the web, it may be sufficient for most apple users.
